Although New York was finally beginning to learn how to plan on a regional scale, the state all the same had no regional authority which could implement proposed improvements. That would soon change. A subsequent tuition in 1980 indicated that many of the urban planning and land-use problems in Los Angeles had still not been corrected. The new study revealed that a comprehensive order plan still had not been implemented and that ecologically dependable areas still needed to be built.32
But, by 1926, the Report of the Commission on Housing and Regional Planning complained that between 1880 and 1920 the separate farms and communal units that composed the state of New York had been destroyed.

Then, when the American economy began to decline in 1929, New York City began to seem the problems of mature civilizations: their main arteries, through which flowed the stream of goods and people which maintain a healthy economy, became clogged with traffic and there was no comprehensive citywide plan for land use. And, later on the Depression hit, New York's building industry began to collapse and municipal improvements came to a halt while agricultural productivity declined and or so of New York's citizens were living at a mere subsistence level. Thus, the combining of America's failing economy and New York's urban problems brought regional connection planning for a standstill to nearly 25 years.14
